The Division 2 Worksite Community Side Mission Bug | What are the issues?
As stated above, the Division 2 Worksite Community Side Mission is rife with bugs. For many, it is one of the only Side Missions that they cannot complete. Some players are finding that the Side Mission simply won’t activate, with no enemies appearing as they should. Others find that the NPC you work with dies and won’t revive as they should. While others are finding that after they quit the mission or the game kicks them through a lack of connection they can never reload the Worksite Community Side Mission. It seems like the Side Mission is fundamentally broken.
It seems as though restarting the mission on a different difficulty, logging out and back in, and other techniques aren’t fixing the problem. It’s an annoying one, for sure.
The Division 2 Worksite Community Side Mission Bug | Is there a fix?
Unfortunately, there is no official fix for the bugged mission. Thankfully, though, Ubisoft is aware of the problem. “The team are aware of this issue and are investigating it for a solution.” Despite this, a fix via an update might take a while to materialize due to the number of issues the Side Mission contains. Fortunately, a workaround might exist for now.
While it appears as though there is no workaround despite what you try, it turns out there is a quick fix that might just work for you. While the Worksite Side Mission isn’t working for many players, it isn’t affecting everyone. According to Ubisoft support forum thread user jrdnkasparek, there is a workaround. Simply join another player who’s playing already playing the Worksite Community Side Mission. This should, hopefully, work for those unable to complete the mission.
Despite the potential workaround, though, it would be better if Ubisoft fixed the issue via an update. Hopefully, the Division 2 Worksite Community Side Mission bug will be fixed for all sooner, rather than later.

What's better than wandering through ruined buildings and chatting it up with starving locals? Zooming past them on your retrofitted motorbike! Race with other thrillseekers on the roads of civilization's end, avoid sinkholes, and deathtraps on your way to the assuredly dented golden trophy. -
