The latest Community Day will last for three hours, beginning at 3 PM on April 13, 2019, in whatever your local time zone is—the event time is tailored for those hours in each region. That means no getting up early or staying out late no matter where you call home, which is nice.

Your featured Pokemon for the April Pokemon Go Community Day is Bagon. The plucky little Bagon will appear far more often than it ever has before (it’s usually rather rare). April 13, 2019 will offer you a three-hour window in which you’ll be able to catch as many Bagon as you can.
Thankfully, this will be made easier thanks to the 3-Hour Lures you’ll have at your disposal during the event. If you catch and evolve a Bagon during Community Day, it will evolve into a Salamence equipped with a unique exclusive move (Outrage). Any Salamence caught in the same time-frame will come equipped with the exclusive move, too. You will have until an hour after the event ends (at 7 PM April 13, 2019) to evolve a caught Bagon into a Salamence equipped with the exclusive move. Thankfully, you’ll have 3x Catch XP active during the three hours of the April Community Day, too.
