In Batman: Arkham City, the Dark Knight has been keeping a close, watchful eye on Hugo Strange. Strange has been appointed by Gotham City mayor Quincy Sharp to oversee the Arkham City project. But the reason why Sharp made that choice, and how Hugo Strange fits within the storyline has remained a mystery. These new viral audio tapes shed some light on the situation.
In this first audio tape, Hugo Strange is having a conversation with the mayor, who is suffering from some strange symptoms. It seems as though Hugo Strange is using a form of mind control to alter mayor Sharp's decisions. But just as the conversation between Sharp and Strange ends, another villain chimes in who seems to be at odds with Hugo Strange in a struggle of intelligence.
In the second audio tape, there are two separate recordings of the Penguin's therapy sessions with Hugo Strange. In this audio segment, Strange appears less villainous and seems to be working to discover the Penguin's true source of hatred for Bruce Wayne. Knowing Strange, this will likely serve a greater, more sinister purpose.
For now, there are only these two files. But given the amount of characters with massive back-stories featured in Arkham City, there's bound to be more of these tapes. There were plenty of them scattered throughout Arkham Asylum.
