Update #2: More information has been issued by 2K Games, this time indicating that there's a working patch currently in operation. The company states:

Original Story: PC Gamers pay an arm and a leg to get greater performance from their games. While the improvements over console versions are sometimes minimal (i.e. Forza Horizon 3), many find it worth it knowing that they're playing the best version of the game possible. Unfortunately, this week's biggest game launch will not reward PC gamers for their expensive investment—at least not by much.
Early reports indicate that Mafia 3 will be locked at 30 FPS on PC. There doesn't appear to be any way around it organically, and even the game's PR hasn't objected the reports.
For an action game like Mafia 3, this FPS lock isn't a huge concern, but it's still the kind of detail that will ultimately impact sales.

Several modders have a history of finding solutions for unlocking 60 FPS in games that don't natively support it. The only problem is that these solutions require time to develop, and can result in instability. After all, there's a reason why the developers didn't go the extra step to allow for 60 FPS.
