This is because of lessons learned during that process and by the fact that the game already exists on The Master Chief Collection on Xbox One.

To take part in flighting for Halo 1 on PC, you will need to sign up for the Halo Insider Program. As a Halo Insider, you will be able to take part in flighting for Halo 1 when it takes place. This means that you will be able to play the game early and help in its development. Remember, the beta should be starting soon enough, time to sign up if you haven’t already done so.
