There’s modding, and then there’s modding, and the GTA Vice City remastered mod is one of the best ones we’ve seen for GTA 5.
Let’s get the obvious out of the way: yes, this is GTA Vice City recreated in GTA 5. According to the mod’s page on gta5-mods.com, this is a “full port” of Grand Theft Auto: Vice City Version 1.8 and effectively acts as a DLC for Grand Theft Auto 5.
