- The Development level in your capital county is greater or equal to 10.

If you meet all these qualifications, you can pay 200 Prestige to switch government types. When this occurs:
- Your government will change to Feudal.
- All Tribal Holdings in the realm will become Castle Holdings.
- All Tribal vassals will change to Feudalism.
