Kiryu shows up during Chapter 12: The End of the Yakuza and Chapter 14: Passing the Torch. As a bonus, he also becomes a Poundmate at the conclusion of Chapter 14.

The two blood brothers are as tight as ever and are in their prime. In fact, for most players, the fight with the two will be the hardest in the game. Fortunately, after the battle, Majima and Saejima learn that Ichiban and party aren’t there to harm Arakawa.
Both Majima and Saejima become Poundmates at the end of chapter 12 and are two of the strongest in the game.
