Start a new game and select the following parameters:

Your Faction: Rome
Difficulty: Deity (chosen on Main Menu)
Limit Turns: Custom - 1 Max Turns
Victory Conditions: Disable all but Score Victory

Begin the game. Found your city on the first turn before ending the turn. Upon the end of the first turn you will win and unlock 8 Steam Achievements. Congratulations!
