No, Street Fighter 6 World Tour does not have new game plus. The game only allows you to restart the mode from the beginning with a new save file without carrying any items or experience over.
To be specific, if you try to start the game from the beginning, you’ll get a warning prompt that all data related to SF6 World Tour will be deleted. With the exception of add-on content or DLC (similar to the Ultimate Edition) that may, for example, give you additional gear, the save file will be deleted and this action cannot be undone.
That said, there’s not much reason for starting the game over again in new game plus or otherwise. You can transform how you look at any time using the body shop facilities in the city or at the Battle Hub for a small fee of 1,000 Zenny. There’s also a postgame and likely more World Tour content that will available as new characters are released during the seasonal pass, so having all of your levels and banked style XP will be worth having.
If you’re worried about your custom character’s build, you don’t need to worry about skills. Not only can you reset all of your skill points by using miles, but any of the skills that you don’t take will be automatically transferred over to nodes in later skill trees. And then when you become the champion of the final skill tree, you will be able to continue to grind for levels and additional skill points to take any remaining skills you passed over.
