Android users around the world can pre-register The Witcher: Monster Slayer via the Google Play Store right now. There’s been no comment on the disparity between versions, or whether global iOS pre-registering will arrive later.

Pre-registering a mobile application doesn’t provide any kind of early access, but rather serves as a convenient reminder as and when the game becomes available.
