Yep, that’s a common problem, even during the game’s busy launch period. The first thing you’ll want to do when trying to fill all four slots of your Max Raid party, is to wait for the full three minutes. It sometimes takes real-life players a little bit of time to see that someone needs assistance with a Max Raid, and they have to connect. This all takes time, so definitely wait out the full three minutes.
If three minutes pass and there still isn’t a full team, the game will thankfully automatically fill the slots with some capable AI teammates. Though human help is certainly preferable, as they can often have overpowered Pokemon that immediately crush the enemy, the AI assistance is nothing to scoff at.
