The most common sources are Digtoise and Dumud, found in desert regions like the northernmost parts of the map. The desert region hosts a variety of Pals that drop High Quality Pal Oil. They have decent drop rates and respawn relatively quickly. Remember to equip heat-resistant gear when going in the desert!
Relaxaurus located near Ascetic Falls offers good drops but can be harder to fight. The convenient spawn point makes them a decent alternative if you’re well-prepared. Woolipop, Mammorest, Elphidran, Grintale, Quivern, and Flambelle also drop the oil but might be less efficient depending on your level and accessibility.
