To help you with this task, there are certain tools that will be unlocked as you progress.

As you make new connections and level them up, you’ll unlock new resources that allow you to increase Sam’s cargo weight limit, in addition to other items that can help carry packages for you. The Power Skeleton, for example, is able to dramatically increase Sam’s weight limit, allowing him to carry a ridiculous amount of weight on his back and limbs. This does, however, require batteries, so ensure that you keep them charged up with a Generator!

Another option is the Floating Carrier, which Sam pulls behind him. This can be loaded with packages and is capable of traversing challenging terrain.
