The wrench you need to access the Incubation Lab Overwrite Terminal in Resident Evil 4 remake is close by. Equip one of your weapons with the Biosensor Scope you found in the same room as the terminal and scan the incubation tubes in the lab. There are four Regeneradors here, but one of them has a tool inside it.
If you’re careful, you can break the tube of the Regenerador with the tool and fight just it. However, a stray shot from you, or a stray swipe from it, can bust open the other tubes.
Fortunately, it’s no stronger than a normal Regenerador, and you beat it the same way.

It also doesn’t explicitly say that a Regenerador devoured the tool. I spent around ten minutes searching before I realized it was probably talking about the Regeneradors in the tubes.
Once the Regenerador dies, you can grab the wrench and open the grate on the Overwrite Terminal. Then, you can finally rescue Ashley and move to the next part of Resident Evil 4 remake.
