Sony Putting ARK: Survival Evolved on Hold Until It’s Finished

Studio Wildcard, the developer for ARK: Survival Evolved, has stated through a post on its official forums that you won't see the game on the PlayStation 4 platform any time soon.

While the developer's current focus is on the PC version of ARK: Survival of the Fittest including mod support, the PS4 version has been put on hold indefinitely:

As for the PS4 Release of ARK: Survival Evolved, it is currently up to Sony. We've been informed that we can't release the game on this platform until it has been finished. We would like nothing more than to make ARK available on PS4 as soon as possible, as we already have an awesome PS4 version of the game running internally. If you would like to see it sooner, please let Sony know, as it's unfortunately not our decision.

There are arguments on both sides of this decision. Even in its current form, ARK: Survival Evolved has been successful on PC via Steam Early Access and Xbox One via Game Preview, so not having it available on PS4 stifles both Sony and Studio Wildcard.

On the other hand, the game is still in development, and there's something to be said about not having unfinished games be released in the first place.

That said, it's a fine line between what is a finished product is and isn't. I would argue that Street Fighter V at launch was essentially in beta but was considered finished enough for sale. Currently, the game has far more features than before and is much fuller game, but if Street Fighter V can say that it was finished back at launch, then ARK: Survival Evolved has a much stronger argument for inclusion on PS4.
