Yes, you can! The FIFA 19 EA Access release date is set at September 20, a whole eight days before the game launches on September 28. While you don’t get, ahem, access to the entire game all the way up until release, you do get a fairly considerable 10-hour preview, which should mean you can play through a large chunk of The Journey, or get started on a brand-new Career Mode.

If you don’t have EA Acces then don’t despair. To play FIFA 19 early on PS4 then you need to do one thing and one thing only: pre-order a special edition of the game.
Both the FIFA 19 Champions Edition and FIFA 19 Ultimate Edition come with full access to the game on September 25, three days before it releases worldwide. This isn’t exclusive to PS4, either: both Xbox One and PC players can take advantage of this alongside the prior EA Access preview meaning, theoretically, you can play the game for 10 hours from September 20 to September 25, then pick up the full thing then and there.
