To win BS Roulette in Sea of Stars, you have to cheat. It’s possible that you can eventually get the number right, but it’s a huge money sink and not worth finding out. In order to win, you have to play at least once. After losing, head outside and speak to the new person lurking right outside the building. This person (who looks very suspiciously like Edward Roulette, the guy scamming you with the roulette) offers to give you the answer if you give them 90 coins. Agree to this shady deal.

Go back in to play BS Roulette and 22 will be one of the options. Pick it and you’ll win. The reward is Question Pack #2. This is useful later on in the game for the Quiz Master located in Lucent.
